The following information is preliminary and subject to change as the incident is currently under investigation.  Events in this press release may change as the investigation progresses.

Kootenai County, Idaho –On July 6th, 2023, at around 5:00 PM, Marine Deputies, the Kootenai County Sheriff’s Office Dive Team, Coeur d’ Alene Tribal Police, and the Worley Fire Department responded to the Blackrock Marina in Rockford Bay for a Personal Watercraft (PWC) explosion.  One adult male, later identified as Chief James Allan of Worley, was injured in the explosion and transported to Kootenai Health for non-life threatening injuries.

The preliminary investigation indicated the operator had completed fueling his Kawasaki PWC, started it, and upon depressing the throttle, the PWC exploded throwing him into the water.  His daughter, who was on another PWC, went into the water to assist him until emergency personnel arrived.

The Kootenai County Sheriff’s Office would like to remind operators of PWC’s to ventilate the engine compartment by removing the seat for a minimum of 4 minutes, prior to starting.  This allows fumes to dissipate from the hull of the watercraft, and prevents combustion.
